"I'm really happy to have joined this club," Montiel told the club's official website.
"I'm coming here full of expectations, of getting to play and showing what I can do. I'm also hungry to win things, to win trophies, now's the time to show this.
"I've been watching the Premier League since I was a child, I used to watch every game. As a player you want to play in the best league, and the Premier League is just that."
Born in Gonzalez Catan, Montiel began his youth career at River Plate before making his senior debut for the club in 2016.
The right-back joined Sevilla in August 2021, making 72 appearances in all competitions during his time in Spain, and was part of the squad that won the UEFA Europa League last season, scoring the winning penalty, and came on as a substitute in the UEFA Super Cup against Manchester City earlier this month.

Montiel has been capped 23 times by Argentina since making his senior debut in 2019 and was part of the squads that won the Copa America in 2021 and FIFA World Cup 2022.
He completed the first part of an amazing penalty double by scoring the winning spot-kick in the World Cup final against France last December.
Forest are next in action on Saturday, when they travel to Manchester United.
