The Argentinian has averaged 7.8 points per start at Etihad Stadium in 2019/20 and is given the captain's armband by the experts.
The Egyptian has amassed 90 points in the last 10 Gameweeks on his way to the top of the FPL player standings.
Salah faces a struggling defence who have conceded 25 goals at Carrow Road this season, the second-worst home record in the league.
Fleck offers good value at £5.1m and is a useful enabler for acquiring the more expensive Aguero.
The midfielder has 51 points in his last seven home matches. Fleck welcomes an AFC Bournemouth side that has leaked 12 goals in the previous six Gameweeks.
Between them the out-of-form pair have produced only one assist in their last four matches.
This week's moves are part of the experts' plan to use their Wildcard ahead of Gameweek 27.
In the last round of matches six of their squad did not start. They also currently have four players without a fixture in Gameweek 28.
