The 21-year-old, born in Lancaster, Lancashire, has worked his way up through the United academy to make his Premier League debut in December and become a mainstay in Jose Mourinho's midfield.
"I think he's a fantastic player - a player that is what I call the modern midfield player, which in the end is a bit of what the top midfield players of the past were," Jose Mourinho told United's official website.
"The only thing he is not doing yet is scoring goals, which he can. But because I'm giving him different jobs, he's not yet free to do that."
Giggs also praised him, following a good performance in midweek in the UEFA Champions League, for his job at Old Trafford.
"He didn't put a foot wrong midweek, a difficult place to go, Sevilla, and today when he got the job, Hazard - you can see by the way he carries himself, he wouldn't have got carried away," said Giggs.
"Just, 'Right. This is my job. I've got to stick to it.' And credit to him. You've seen Hazard go off after 70 minutes and job well done.
"He was one of the outstanding performances today."
