Simon Power put Norwich ahead but Newcastle turned the match around before half-time through Cal Roberts’s penalty and Rosaire Longelo.
Florian Lejeune made his comeback from injury for Newcastle, for a win that puts them sixth on 19 points.
Norwich drop to 11th place on 11 points.
