Here, Shearer explains his picks.
Alisson (Liverpool)
"Every team that wins the title has to have a brilliant goalkeeper at the top of his game, and Alisson has been just that for Liverpool. If he'd played every match, he'd surely have been competing for the Golden Glove award with the likes of Nottingham Forest's Matz Sels, who's also been superb this season."
Daniel Munoz (Crystal Palace)
"One of the best attacking full-backs in the Premier League, certainly on the right, where he just pips Trent Alexander-Arnold to a place in my team. He hardly misses a minute, and scoring four goals this season, including the winner against Palace's great rivals Brighton, has made him a real fans' favourite."
Virgil van Dijk (Liverpool)
"Imperious and unflappable as always, even when there was so much uncertainty about whether this would be his last season at Liverpool. He put that to bed by signing a new contract in April, just a few days after taking his team to the brink of the title with a last-gasp winner against West Ham. Despite a great season for Dan Burn, there's no way I can leave Van Dijk out."
William Saliba (Arsenal)
"A rock at the heart of the meanest Premier League defence for a second season running and, despite Arsenal ultimately being unable to hunt down Liverpool, Saliba deserves his place in my team for a third year in a row. It was a close call between him and Forest defender Nikola Milenkovic, who has had a fantastic campaign, helping secure European football next season."
Milos Kerkez (AFC Bournemouth)
"The left-back has energised AFC Bournemouth and is as good going forward as he is defensively. Missing just one match, his creativity has been key to the club's excellent season. He edges out Josko Gvardiol, who has been outstanding for Manchester City despite a difficult campaign."
Declan Rice (Arsenal)
"Technically superb and incredibly strong in his duels, Rice has enjoyed another standout season in the Premier League, while his inspired displays took Arsenal to the semi-finals of the UEFA Champions League. He keeps out Liverpool's Ryan Gravenberch."
Alexis Mac Allister (Liverpool)
"He has made great strides under Arne Slot, hardly missing a match, and is the engine that has powered the champions. His dominance in midfield is a big reason why Liverpool have been so good. He nudges out the excellent Morgan Rogers."
Sandro Tonali (Newcastle)
"He has proved why he is so important to Newcastle, and why he is adored by the supporters. Tonali has stood out in a midfield packed with talent, and moving into more of a holding role has really transformed the Magpies' season. His flexibility edges out Wolves' Matheus Cunha."
Mohamed Salah (Liverpool)
"The easiest decision of them all. Has a player ever had a better Premier League season? With 46 goal involvements, the Golden Boot, a winners' medal around his neck and surely more awards surely to come, Salah has shone brightest. Jacob Murphy won't be too upset about being my next in line."
Alexander Isak (Newcastle)
"One of the best No 9s in Europe. He's had a fantastic season, but he's just unlucky that Salah has been so phenomenal, as 23 goals would be enough to win him the Golden Boot in some seasons. Chris Wood and Yoane Wissa have also impressed throughout the campaign, so they deserve a mention here too."
Bryan Mbeumo (Brentford)
"Has taken his game to new heights this season, registering 19 Premier League goals and seven assists. Even when Brentford haven't been at their absolute best, he has delivered the goods win in, week out. An honourable mention for Crystal Palace's Eberechi Eze."
Manager: Arne Slot (Liverpool)
"We have seen some sharp declines when influential long-term figures leave big clubs, but Liverpool fans needn't have worried. They're in safe hands with Slot, who has taken the club to a new level with the players that were already there. What a job he's done."
