Manager Mikel Arteta said on the club's official website: "It is good work from everyone at the club to complete the signing of Leandro.
"He is a versatile player with high technical ability, intelligence and a great deal of experience in the Premier League and at international level."
Trossard spent three-and-a-half seasons at Brighton, scoring 25 goals in 116 league appearances.
Of those goals, three were at Liverpool this season, as he became just the third opposing player in Premier League history to score a hat-trick at Anfield.
