Alex Cochrane broke forward for the Seagulls in the 13th minute, before playing in Cashman to score his first Premier League 2 goal.
Victory keeps Brighton second on 30 points, one behind leaders Everton.
A fourth defeat in five matches leaves City in eighth place on 21 points.
