senior bow
Shrewsbury-born Fletcher came up through the youth ranks at Hibs making his senior bow at the end of 2003/04 and won the Scottish Football Writers' Young Player of the Year Award last year.
He scored 11 goals last season as Hibs ended their Scottish Premier League campaign in the midtable position of seventh.
Burnley's previous transfer record was smashed last summer, when Martin Paterson and Chris Eagles both arrived in deals worth £1.5m.
