Holders Liverpool will begin the defence of their trophy with an away trip to fellow Barclays Premier League side West Bromwich Albion in the third round of the Capital One Cup.
West Brom, under the management of former Liverpool assistant Steve Clarke, will be hoping to emulate their 3-0 victory over the Reds on the opening day of the new Premier League campaign.
Another eye-catching tie to emerge from Thursday night's draw has pitted Manchester United against Newcastle United at Old Trafford. Alan Pardew's side, who like Liverpool qualified for the UEFA Europa League group stage on Thursday night, will have their work cut out against the four-time winners.
League champions Manchester City face Paul Lambert's Aston Villa in another intriguing encounter at the Etihad Stadium, while there are two more all-top-flight encounters as Queens Park Rangers host Reading and West Ham United face Wigan Athletic.
Chelsea have been handed a home tie against Wolverhampton Wanderers, who were relegated from the Premier League last season, while Arsenal will also be playing lower-league opposition on home turf as they entertain League One side Coventry City.
Everton, who routed Leyton Orient 5-0 in the second round, will travel to Neil Warnock's Leeds United.
Three Premier League sides face potentially tricky away trips to League One opposition; Tottenham will make the 600-mile round trip to Carlisle United, Swansea are away to Crawley United and Sunderland go to MK Dons.
Southampton and Norwich complete the line-up of the 18 Premier League sides in the draw, as they host Sheffield Wednesday and Doncaster respectively.
The ties will be played on the week commencing September 24th.
